國民黨強行通過服貿協議引發社體抗議，晚間九點超過兩百名學生衝進議場，並用椅子封鎖議場各出入口，持續與警察對峙。黑色島國青年陣線在意場發表行動宣言，對服貿協議表達強烈反對的立場。
超過兩百名學生衝入立法院議場，並將議場出入口用椅子封鎖。警方自十點起多次發動警力試圖攻入議場未果。黑色島國青年學生當場發表行動宣言，強調該行動是代表人民奪回立院，並歡迎在野黨加入行動，最後要求馬總統親自到國會回應人民訴求。
黑色島國青年學生表示，為了阻擋國民黨在週五（21日）立法院院會強行表決服貿協議，群眾將死守議場至週五，誓言不讓沒有程序正義的服貿協議在立院闖關。
